To make sure that carriers are unloaded to the rail in the same order they are sent, there is a feature called "Sequenced unloading".
This is configured per station and via the "Station Settings" page.
There are 4 possible settings for Sequenced Unloading
None
No extra check will be performed during unload, and all carriers will be accepted.
Carrier
The only carrier that will be allowed to unload to the rail is the one first sent from a station and read on the line. This is the most strict setting.
Order Line
Same as the "Carrier" setting, except that we also accept other carriers that carry products from the same order line. In this case we will swap the unload order of the carrier we are expecting and the carrier we got.
Article
Same as the "Carrier" setting, except that we also accept other carriers that carry the same article. In this case we will swap the unload order of the carrier we are expecting and the carrier we got.
Troubleshooting
If carriers are not unloading to a station with the sequenced unloading setting activated, there is a terminal command to determine what is the expected carrier to rail 1 of the current station. (Equivalent carriers will also be accepted).
Show what carrier is next expected to the first rail of the current station.
Current station must have sequenced unloading enabled.
It is also possible to check what carrier is next expected to a different rail.
Show what carrier is next expected to the given rail.
Rail must belong to a station with sequenced unloading.

Once you have found the expected carrier, use carrier status or carrier history to check where it is located.
It is also possible to use Carrier Search to find all the carriers heading to a certain station, then find which ones are on different article / order line.
